The Ministry of Education of Turkmenistan has announced the procedure for obtaining a certificate required for students going abroad to study at higher and specialized secondary educational institutions. The ministry has also provided information on the documents required for registration and the hours for submitting applications.
The certificate is issued in accordance with Appendix No. 1 to Order No. 202 of the Ministry of Education of Turkmenistan dated June 1, 2022. It confirms that a citizen has been registered in accordance with the established procedure as a student who is continuing or beginning studies abroad.
Registration is carried out at the district education departments according to the applicant’s permanent place of registration. Residents of Ashgabat may apply to the Main Department of Education of Ashgabat.

The procedure for submitting the documents is established by Appendix No. 2 to Order No. 245 of the Ministry of Education of Turkmenistan dated July 25, 2024.
Applicants must provide copies of the required documents. These include copies of the national and international passports. Students going abroad for studies for the first time must also submit a copy of the invitation from the foreign educational institution and a guarantee letter confirming their studies, together with a translation into Turkmen.
The document package must also include a copy of the visa, a copy of the military ID or a certificate of military registration, the prescribed application form, a copy of the secondary education certificate, and one color photograph measuring 6×9 cm.
According to the Ministry of Education, documents are accepted on working days from 2:00 p.m. to 5:00 p.m. Applicants should ensure that all copies and official stamps are clear and legible. The application form must be completed carefully and without errors.
The documents must be submitted in person. Students planning to pursue their education abroad are therefore advised to prepare the required documents in advance and carefully check that all materials meet the established requirements.
