The Development of Water Diplomacy is Underway

When it comes to water, we are reminded of the wise words of our esteemed President: “The Turkmen people view water as an invaluable gift of nature and a sacred resource that revives life”.

Water management issues are one of the key areas of inter-regional cooperation between Central Asian partner countries and the creation of environmentally peaceful and sustainable development conditions in the Central Asian region.  More than 70 per cent of the earth is made up water,  only 2.5 per cent of it is made up of drinking water,  and it is important to note that 4 out of 3 parts of the human body are made up of water.

President Gurbanguly Berdimuhamedov called for the development of the program and to make the Aral issue a special focus of the work of the world community.  When was adopted at the United Nations General Assembly in September 2018.  The organization was founded in January 1993 and in December 2008 adopted the Resolution of the UN General Assembly on granting observer status to the International Fund for Saving the Aral Sea.  On the initiative of President Gurbanguly Berdimuhamedov,  at the 73rd plenary session of  the UN General Assembly on September 12,  2018,  It is well known that during his chairmanship in the International Fund for  Saving the Aral Sea  between the 2017-2019, during these years all of the meetings were held in Ashgabat  .  At the 76th session of the UN General Assembly in September 2021, President Gurbanguly Berdimuhamedov said in his speech that a special program for the reduction of the impact of the ecological disaster in the Aral Sea and the UN Special Program for the Aral Sea region would be established. 

In order to study the water diplomacy of our country in depth, President of Turkmenistan signed the Decree on December 20, 2018 opening at the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan a training center on important aspects of diplomacy in Turkmenistan. The formation of a new content and active diplomacy of Turkmenistan that meets the high requirements of modern international relations and its role in the creation of a comprehensive international legal framework for energy, transport and water cooperation at the United Nations level is crucial.

The main task of the center is to organize vocational training and professional development based on in-depth study of the foreign policy of the President of Turkmenistan,  in particular the initiatives aimed at effective international cooperation in the field of energy,  transport and water,  as well as their practical implementation.  The research and specialized training carried out within the framework of the training center is aimed at addressing these important tasks.  The educational activities of the center are carried out in the form of special and elective courses for students, targeted courses.

The center’s curriculum is coordinated by methodology, research and practice. To this end, textbooks and manuals, teachers prepare scientific, theoretical and practical articles and a database is created in those areas.  International co-operation is being carried out within the framework of the functions of the Center and in order to effectively address the issues related to its activities.

The new round of  training  center is going on.   According to the Regulations of the Training Center for Important Areas of Diplomacy of Turkmenistan, a group of students from all faculties of the institute is participating in this round as the center’s listeners.  In accordance with the approved plan, lectures and discussion   seminar classes on relevant topics are held.
