Within the framework of a joint project implemented by the United Nations Development Programme (UNDP) and the Academy of Civil Service under the President of Turkmenistan “Capacity Building of the Academy of Civil Service under the President of Turkmenistan”, a five-day training is being conducted in a hybrid format in key areas of digitalization in public services.
The event aims at building the capacity of a teaching staff of the State Academy in the field of digital transformation and increasing the efficiency of public administration and the provision of public services through an introduction of digital technologies and solutions, as well as at supporting the Academy in implementation of modern education programs.
This technical seminar, which will be held from 20 to 24 December 2021, is attended by teachers from the Academy of Public Service under the President of Turkmenistan and graduate students studying public administration.
The seminar is conducted by Mr. Viktor Dostov, Ph.D. in Physics and Mathematics, Director for Research of the Distributed Ledger Technologies Centre at St. Petersburg State University, Chairman of the Russian Electronic Money and Remittance Association (REMA). During the event, Mr. Dostov will introduce to the participants the general principles of digitalization in the public sector, the principles of digital interaction between government entities and the commercial sector, as well as present the global and local prospects for digitalization.
The event is organized in line with the objectives of the Concept of Development of Digital Economy in Turkmenistan for 2019-2025 and the State Programme for Development of Digital Economy for 2021-202 and is aimed at developing a high-tech and competitive digital economy by introducing digital systems and solutions in the national economy, such as artificial intelligence, environmental monitoring, a distributed registry system for the transmission of protected information, creation of a new digital instrument for interaction between the state authorities and public, which allows to use various services without contacting state bodies, increasing work efficiency by state entities, cost control, predictive analysis of needs and development of information systems.
“This training is essential for further development of the system of civil servants of Turkmenistan within the framework of the national policy on digital transformation, which is especially important in the times of ongoing global pandemic,”- noted Mr. Akmyrat Danatarov, UNDP Programme Analyst for Governance, Economic Diversification.

The joint project “Capacity Building of the Academy of Civil Service under the President of Turkmenistan” aims at strengthening the potential of the Academy of Civil Service under the President of Turkmenistan to improve the professional qualifications and retraining of civil, as well as promoting young specialists (including women) in leadership positions. It is expected that in the framework of the project the certification programs for professional development of civil servants will be developed and introduced, as well as the cooperation with the international partners will be established in line with priority areas of development of public administration and local self-regulation entities in the context of digital transformation.
