Virtual Assets as a New Direction in Turkmenistan’s Digital Economy

With the ongoing global digital transformation, a new form of economic relations — virtual assets — is rapidly expanding. Virtual assets refer to valuable digital data created, stored, and managed through blockchain or other distributed ledger technologies. They are not an official currency, yet they play an important role in areas such as property rights, investment instruments, and digital services. These assets accelerate investment processes, facilitate the flow of information, and create new economic opportunities worldwide.


Turkmenistan is carrying out extensive efforts to develop its digital economy. By the decision of the Honorable President, the country adopted a new Law of Turkmenistan “On Virtual Assets.” This law will enter into force on January 1, 2026, and establishes a comprehensive legal framework for the creation, issuance, storage, circulation, and use of virtual assets. Thus, for the first time, the regulation of the digital financial space has been formally instituted at the state level.

The new law holds strategic significance for the nation’s economic development. First, state regulation of virtual asset issuance makes investment processes more transparent and reliable, facilitating the participation of both domestic and foreign investors. Based on these regulations, new innovative fields — such as cryptomining, digital wallet management, blockchain services, and the use of smart contracts — will expand.


A regulated digital environment creates new opportunities across various sectors of the economy, including energy, technological entrepreneurship, and financial services. It also represents an important step toward training highly skilled digital professionals.


Overall, the new law on virtual assets has become one of the key directions of Turkmenistan’s digital progress. This step will accelerate the country’s integration into the global economic landscape, create new investment opportunities, and open the door to innovation. Turkmenistan’s digital economy is advancing confidently, moving toward strong competitiveness on the international stage.
